The calendar says spring is days away, but flowering plants say otherwise

Can you identify this plant with pleated foliage and purplish flowers that flourishes in our backyard? Since there's no freeze in the long-range forecast, it's likely safe to cut. Duranta and shrimp plant are other plants that have flowered through the mild winter that could use some pruning. Add compost to help encourage acidity, but since city water is alkaline, you may want to lower the pH by sprinkling granular iron around the plants after they've bloomed. If azalea foliage shows signs of chlorosis between these applications, spray with sequestrene of iron or chelated iron for a rapid green-up. Last year, I tried to buy a 3-1-2 fertilizer but was told it was unavailable because the government was clamping down on the "1" (phosphorus), so I had to get a 3-0-2. Some people are concerned about phosphorus fertilizer runoff, and some areas have banned such products. Organic phosphorus is bio consumed and doesn't leach into water systems.
